Can put elements in TestPlan without having a ThreadGroup #751

khammond25 (Bug 3626): The user interface allows a user to put elements in TestPlan without having a ThreadGroup.

For example, create a Web Testing element in WorkBench. Save the element to a file. Next, right-click on the TestPlan element and select Open. Load the file you just created. The Web Testing element is placed in Test Plan and there is no ThreadGroup element.

Mike Stover (migrated from Bugzilla): I fixed it for the specific case mentioned here. However, a more universal framework needs to be developed to prevent users from doing things JMeter doesn't like.

Mike Stover (migrated from Bugzilla): I'm going to close this for now, as it appears JMeter is moving in a direction that essentially allows almost any type of element to appear almost anywhere in a test tree.

Jordi Salvat i Alabart (migrated from Bugzilla): Marking all bugs RESOLVED before JMeter 1.8's release date as VERIFIED. Yes, it's pretty poor QA procedure, but there's bugs here lingering since JMeter 1.6, and we need to clean up a little.
