[Feature][Docker] Remove ldh image dependence of mysql-connector-java jar

Problem Description

• Remove the dependency on mysql in ldh
• Remove part of the script content after the publicservice service was merged
• git action adds image build to ldh
• Increase the sleep time between startup script services to avoid startup failure due to unready pre-dependent services
• Fixed invalid url in Readme doc

• 移除ldh中对mysql的依赖
• 移除publicservice 服务合并后的部分脚本内容
• git action 增加对ldh的image build
• 增加启动脚本服务之间间隔sleep时间 ，避免前置依赖服务未ready 导致启动失败
• 修复Readme中的已失效的错误url
