[Bug] improve linkis errorcode and error desc

Steps to reproduce

Now we need to define every single class and method to specify error codes and error desc , which repeats the same actions, once we add a new module , we may improve this to make code cleaner and reusable.

Expected behavior

improve code to make it easier and simple
