What is the purpose of the change

current we have too many modules, we can merge some pes public service together

Brief change log

1、merge server module of basedata-manager、errorde-server、variable、scriptis-dev-server to be linkis-publicservice module 2、rename info.log to info.text in FsRestfulApiTest for we ignore *.log in ignore files.
