Add .vscode and .tags to .gitignore
add_newtmgr.rst was missing in the _scratch/tutorials copying *.rst from os/tutorials to _scratch/tutorials
Modified links as per new build directory structure
Copying slinky tutorials from mynewt-core to mynewt-documentation
