Created a directory ../devmgmt to house the bottom two tutorials.
Also updated links in other docs, and minor fixes.
FYI: the missing tutorials that are added (on top of others) are also in mynewt-core/docs/tutorials. Although they don't show up in the mynewt.apache.org documentation section, they do appear in search results. Including the tutorials in this repo will cause them to appear twice in searches, so getting rid of one copy (probably the one in mynewt-core?) is recommended.
