Update dependencies. #118

this updates most of the dependencies which dependabot didn't update yet.

plexus-utils 3.5.1 is last for Maven3 plugins, plexus-utils 4+ is for Maven4 plugins

@cstamas does maven-site-plugin follow the same pattern? 4.x is for maven 4.x?

since the update from 4.0.0-M9 to 4.0.0-M11 did cause failures on travis

No, but I'd not touch M releases (they are in flux and only given M works with some other M...) Just set it back to 3.12.1
