At the top most POM, Maven looks for

org.apache.netbeans netbeans-parent 4

This artifact seems not available in central repo. What is it used for?

https://github.com/apache/netbeans-parent (you should be able to navigate with netbeans to the parent pom by clicking the green I btw)
