CI: start testing on 23-ea and minor other updates

• move from 22 to 23-ea (all except java hints which would require #7484 which isn't ready yet)
• merge APISupport job into another job

JDK 23 related test fixes

• -proc:full is now required for annotation processing -> https://inside.java/2024/06/18/quality-heads-up/
• java.lang.Thread finally lost a few methods
