feat: support loading access_key & secret_key from environment variables for huaweicloud OBS #2754

We only need access_key and secret_key? Do we need something like WEB_IDENTITY_TOKEN_FILE?

Huawei Cloud dose not support WEB_IDENTITY_TOKEN_FILE currently.

Ok, seems we only need to add env loader in reqsign.
