Move "watson" package from openwhisk to openwhisk-catalog #8

Issue #4 is a prereq.

Move sample "watson" in current repo./directory:

/openwhisk-openwhisk/catalog/watson

to the "openwhisk-catalog" repo. under directory structure:

/openwhisk-catalog/packages/watson

including action files

languageId.js
speechToText.js
textToSpeech.js
translate.js

Update install script (in /openwhisk-catalog/packages directory, after Issue #4 is completed) :

installWatson.sh
