Remove forwardslash for package name

This fixes a typo for package names during install. They should not start with a forward slash.

@DanLavine Please confirm your local deployment works, and then I will merge this.

@bjustin-ibm Just ran everything locally with the changes for OpenWhisk's postdeploy install catalog changes and it passed.

Without these changes it failed just like CI. So should be all set.
