update base image for 12 and 14 to get latest security fixes #211

Thanks. Could you also update the release notes with the new versions (see https://github.com/apache/openwhisk-runtime-nodejs/commit/ea600ed8d18786536144c70105bc47e866dfe2ce for an example). Once less thing to remember when we make the release.
