Why are the changes needed?

ORC-1621 Switch to oraclelinux9 from rocky9. Document description is out of date.

Thank you for fixing this. However, it would be great if you simply file a new JIRA for this, @cxzl25 . Technically, FOLLOWUP is not Apache ORC community terminology.
