Failure is https://repo.maven.apache.org/maven2/org/apache/maven/maven-plugin-api not having 3.9.8 yet - I wonder if that's separately versioned, or just still in the releaes pipeline.

https://maven.apache.org/download.cgi is also still showing 3.9.7 as the latest version, so I'm guessing the latter.
