Utf8Decoder was addressed weeks ago using https://github.com/apache/incubator-pekko-http/pull/198/files - I don't know why it is listed as an issue for RC1

CompatImpl is mentioned in the LICENSE and has the right headers as far as I am concerned (ie I don't understand why it is listed as problem for RC1)

After reviewing those files again, I agree on CompatImpl and Utf8Decoder.
