website policy: use 'visitor' instead of 'user' #33

To make it clearer which 'user' is meant - specifically, in the case of YouTube, this is about the visitor and not the creator of the video, which seems to have been changed accidentally in https://github.com/apache/privacy-website/pull/16/files#diff-bfd3b22622636c79ce11d59c7518b18c6a8603c9a3b0b543d694252e9cf5a00dR39 Discussed in INFRA-25518
