[Feature][Connector-V2] Add tencent vector db source connector

Purpose of this pull request

add tencent vector db source connector to read data from tencent vector db

• support float and sparse float vector
• all metadata will be put into "Metadata" column which is a Json column

tested from tencent vdb to milvus
