Run-time dependency on whimsy #121

Currently cveprocess has a run-time dependency on whimsy, and will not work at all when it is offline.

While some features are indeed dependent on whimsy (like suggestions for product names or project urls), perhaps those are not essential and we can fall back to running in a 'gracefully degraded' way in such a case.
