'problem type' autocomplete is unclear #142

It is not immediately obvious that the 'Problem type' text field has autocomplete, and once you see it, it's not obvious what to type to get good suggestions.

Perhaps the header should mention "from CWE-1003" and link to https://cwe.mitre.org/data/definitions/1003.html
