Merge upstream changes #77

Bringing the repo's further in sync again - draft because only superficially tested.

Needs a migration script for the histories as described in #35

we can't apply the histories-in-wrong collection fix until we make some db changes to fix the histories (otherwise old histories from cve5 cve's will not appear anymore).

with #97 now merged the diff has gotten a lot smaller, https://github.com/apache/security-vulnogram/compare/main...apache:security-vulnogram:merge-upstream-changes , will review/test before PR'ing again
