New DistSQL syntax like:

ALTER SQL_TRANSLATOR RULE (TYPE(NAME="NATIVE",PROPERTIES("key"="value")), USE_ORIGINAL_SQL_WHEN_TRANSLATING_FAILED=TRUE);
