Update project landing page description for Traffic Monitor #1320

The main landing page at https://trafficcontrol.apache.org/ describes Traffic Monitor as a Java Tomcat application. It's my understanding that the Java version of the project is transitioning toward the new Golang rewrite. As such we should update the language to reference the new Golang version instead.
