Update Tomcat to 9.0.87

This PR updates Tomcat and its components to 9.0.87 in all the various places we use them. Before we were using Tomcat 9.0.43, Tomcat 9.0.83, Tomcat 9.0.86, but mostly Tomcat 9.0.67.
