Switch to Eclipse 2023-09 baseline
Tycho -> 4.0.4
Resolve all version ranges
Pull version management for Eclipse dependencies into parent POM
uimaj 3.5.0-SNAPSHOT -> 3.5.0
uimafit 3.4.0 -> 3.5.0

Build, install into Eclipse and test a bit
