What's in the PR

Changes in the Makefile folder to address minor bugs and incompatibility with all SWIG versions

How to test manually *navigate to the scriptators directory then onto python and run the command:

make
make distclean

@DrDub, @reckart I signed and sent the ICLA. My apologies as I also forgot to adhere to the commits template when making my commits, hope it won't be a huge issue as the changes are mild.

You can perform an "interactive rebase" or a "squash", update the commit comments and then force-push them into your PR.
