I'm not sure what the purpose of this is - what problem does it solve?

Given that this repo is pretty quiet, and has few outstanding PRs or Issues, I don't see the point of adding another GH Action which will eat into the ASF allowance (albeit by a very small amount).

The pull request labeler just adds colored labels to pull requests.

For someone that comes along to the main pull request page the labels give a really quick indication or overview of what the PRs are about and you can also filter/sort the PR list based on the labels by clicking on them.

Feel free to close this PR if you wish. No drama
