Proposed updates:

Created a 404 page with a search feature
Edited htaccess file to set up 404 page redirects
Added Matomo tracking script to track URLs that end up in a 404

Thanks Paul! Functioning as expected. @bproffitt Previous behavior of the site was a simple "bad request" response with no ability for someone to search for the missing content. This is also leveraging Matomo so we will be able to see which pages are 404 in order to remedy.
