Mention that there is no implicit +1 in votes #338

To summarize my comments, I think this can be simplified by only adding this after " the 'minimum quorum of three +1 votes' rule is universal." :

Note that there is no implicit +1 from the release manager, or from anyone in any ASF vote. Only explicit votes are valid.

@bdelacretaz I agree that this is most common for package releases, while it may be applied for procedural issues also.

Let me think of it a bit ..

@bdelacretaz I merge the description since we saw the necessity to emphasize "no implicit +1" mainly for package releases.
