Get rid of http links and replace link to deprecated advice for PMC #339

The linked advice is an empty file, thus can be replaced with the already published contents. Apart from that I replaced some links that were http instead of https.

@dave2wave not sure about the link format, whether it should be pmc-chair, /pmc-chair or /pmc-chair.html or a version without slashes. Thanks for a review.
