Add 'DiscPyth' #20

Add 'DiscPyth'. DiscPyth is a wrapper in python for the Discord API. Its currently in development but will soon be end user usable. It can currently receive ws events. Its being actively worked on and in a couple of weeks it will be at a useable stage.
