Deprecation of the rate-changed event #111

We've assessed the usage of the rate-changed event and found it to offer minimal value as it provides little to no insight into what has changed. Due to this, we have decided to deprecate the rate-changed event, and it will cease to be published as of November 1st, 2023.

We recognize that this change is on relatively short notice, but we've observed limited and apparent usage of this event. If you have been relying on it for specific use cases, we invite you to reach out to us directly. We are more than willing to explore alternative solutions to address your specific needs.

For the record I would like to add that this notice of suspending the rate-changed event is announced 12 days (twelve days) before the EOL deadline on Nov, 1st 2023.

The alternative (switching to the Distribution API) requires at least 1-2 weeks of implementation excluding testing.

@jankammerath Our App Success team has been in touch with you for several weeks, but unfortunately, we have not been able to obtain a clear statement from you regarding how, or if at all, you utilize this event. I am aware that our team has a session scheduled with you in the upcoming days to gather more insights, and we would be happy to extend the deprecation period for you if necessary.

@ozonni On Sept 19th and Sept 20th, I had an exchange with your team and very clearly outlined how we rely on these webhooks. I received the confirmation in writing that these webhooks will not be suspended earlier than Q2 2024. Your teams have all my contact details including personal phone numbers. I have not been contacted whatsoever and assumed this to be fine since we received the confirmation that this won't be an issue until Q2 2024.
