feat: add cooloff of pokemons #6

This adds a mechanism for cooloff of pokemon. This way if you mention a pokemon in quick succession, the bot won't spam with info on the pokemon.

looks good, although you've inadvertently reverted #5

Yup. Was just hacking together while you merged #5. Will rebase.

merging. i'm going to move the deduping into apropokemon itself soon
