FS#1556 - imagebuilder fails with dependency on non-existing package "openwrt-keyring"

When building an image the image generation fails with: Collected errors:

• satisfy_dependencies_for: Cannot satisfy the following dependencies for base-files:
• openwrt-keyring *
• opkg_install_cmd: Cannot install package base-files. Makefile:134: recipe for target 'package_install' failed

The error can be reproduced for both the "ipq806x/tplink_c2600" and the "ar71xx/archer-c7-v2" target.

In https://downloads.lede-project.org/releases/18.06-SNAPSHOT/packages/arm_cortex-a15_neon-vfpv4/base/ no package named "openwrt-keyring" can be found; a package named "lede-keyring" exists though. The same is true for the mips_24kc packages.

The user imagebuilder archives were downloaded from openwrt.org and were not build by myself.

Wait until the next round of the packages has been compiled in the 18.06 packages buildbot.

lede-keyring was renamed to openwrt-keyring yesterday, but the corresponding packages have not yet been built by the phase2 buildbot although firmware images and imagebuilders have already been compiled in phase1.

(for some reason, the phase2 buildbot for 18.06 seems much slower than he phase1 buildbot. It seems to compile all packages again instead of the delta that it is supposed to do. Might be due to the package build being the first real non-forced build, or some misconfiguration of the change detection.)
