Blast Cops gets stuck at title screen #326

 - Mupen64Plus version: 1.99.2 (hg)
 - Plugins used: Rice v1.99.2

Describe the problem:
after a much too fast played Nintendo 64 and Rare logo, the game gets stuck
at the logo screen. (Same in Pure Interpreter, Cached Interpreter and
Dynamic Recompiler)
