Add version information to configuration sections #335

The core module and plugins should add a version parameter into each of the
config sections.  The simplest way to handle this version is to check the
value at startup time, and if it is missing or refers to an older version
of the plugin with incompatible configuration parameters, just delete the
whole section and reset it to defaults.  More user-friendly (and
complicated) schemes could also be used.
