JSRs are sometimes submitted without adequate preparation. Some kind of mentorship or incubation process would be helpful to ensure that they don't simply crash and burn when they come to the JSR Review Ballot.

Should we introduce some kind of "stage 0" (incubator) process or simply make this part of the initiation process?

We will discuss this item next week at the May 2014 JCP EC F2F Meeting. There is already an action item and agenda item from a use case of a JSR proposal working with LJC.

At the F2F Meeting it was raised that it may make little sense to add another step to the process, considering that most JSRs are submitted by companies that have long experience with submitting JSRs. Also, most JSRs do go through some informal discussion before they are submitted. This is necessary to, for example, get a list of supporting organizations that need to be listed at submission time.

So, maybe if the JCP has an advertised "support for submission", where any interested EC members can be available to help out, that could be enough to help those few JSRs that would participate in a more formal "incubation" process, without the need to actually create an incubation step in the process.

This is not addressed in the current document, as expected by the resolution status. As such, this can be closed.
