Consider additional step to come out of Dormant status.

If a JSR does not begin Early Draft Review within 9 months of completing its JSR Approval Ballot, or does not begin Public Review within 12 months of first submitting an Early Draft, or does not reach Final Release within 12 months of commencing Public Review, then the EC should initiate a JSR Renewal Ballot unless it is agreed that there are extraordinary circumstances that justify the delay. The PMO shall inform the Spec Lead and Expert Group of this decision and will request the Spec Lead and Expert Group to prepare a public statement to the EC. The JSR Renewal Ballot shall start 30 days after the request. If the JSR Renewal Ballot is approved by the EC, then another renewal ballot cannot be initiated for that JSR for an additional year.

Add: The Spec Lead may also choose at this time to voluntarily have the JSR become Dormant, and start a JSR Renewal Ballot to move out of the Dormant state at a later time.

The JSR Renewal Ballot is not intended as a process for "resurrecting" a Dormant JSR. We have no such process (at any time a Spec Lead can simply submit draft materials and "come back to life".

During our discussions of this subject in recent EC meetings we decided that we didn't see any need for a formal "resurrection process".

If you think we should define such a process then please log another issue.

In the meantime, I've simply added this text: "The Spec Lead may also voluntarily request that the JSR be declared Dormant, in which case no Re-newal Ballot would be required."

I will now mark this issue as Resolved.

At the Working Group meeting on July 1 we agreed that not requiring a Reconsideration Ballot when a voluntarily Dormant JSR comes back to life would enable Spec Leads to game the system (by avoiding the need to explain to EC members during a Ballot how the Expert Group is doing).

I added this requirement to version 4 of the revised Process Doc.

This issue is addressed in the EDR section 3.2.3 JSR deadlines. The issue can be closed.

However, my (admittedly naive) perspective is that the renewal ballot process overall puts too much burden on the EC (and the PMO), and seems a bit backward to me. It also seems to conflate two (similar) issues. One is when the EC determines that an EG is dormant, the other is when the EG wants to go dormant. I guess I would take the approach that an EG is responsible for some kind of "continuation" request if they don't meet the deadlines. But, probably not the right time to be making this kind of change to the process, but perhaps a discussion point for the next round.
