It has been suggested that the need to choose between running for an Elected or a Community seat would lead to people "gaming" (or needing to "game") the system.

An alternative would be to permit candidates to run for both seats. If we adopt this approach we would need to define a mechanism to decide in which category somebody wins. The simplest approach would probably be to select the seat for which the candidate gets the highest percentage of votes cast. Alternatively, the candidate could choose which of the two seats they want to hold.

At the Working Group meeting on June 3 the consensus was that we should not permit candidates to run for both classes of seat. Added language to Section 6 as part of Issue #4
