We've decided that one benefit for Affiliate members is that they can be recognized (at the Spec Lead's discretion) as Contributors to a JSR.

There's no reason to limit this recognition to Affiliates - Full members too should be eligible.

This might encourage additional participation by those who are unable or unwilling to actually join an EG.

Add this language into the Participation section 1.2.4; agreed in the EG Full Members or Affiliate Members can be Contributors. Partners can also be recognized as Contributors--through the Affiliates (we will ask them to identify partner association if any in their profile and display on JSR detail pages to give recognition to the partner/JUG).

I'll take this on, since I've already started by creating a formal definition for Contributor and referencing it in the new Membership section.
