Section 3.6.2 - Relinquishing ownership is located in the Maintenance section of the Process Doc. However, the Transfer Ballot mechanism can also be used during JSR development (see 3.2.2.4 Unresponsive or inactive Spec Lead.)

We should relocate the general description of the Transfer Ballot process to the General Procedures section of the document.

Mike DeNicola suggested a number of changes to version 7 of the Process Document.

I implemented most of Mike's suggestions and am now marking this issue as resolved. We can reopen it if necessary.

Fixed in version 8 of the revised Process Document.

Here's what I did:

Relocated 3.6.2 to 3.2.3. Made the language more generic so it can cover transfers of both Spec Lead and Maintenance Lead roles.
Inserted back-reference to 3.2.3 in section 3.6.1 Maintenance Lead responsibilities.
Inserted forward reference to 3.2.3 from what was 3.2.2.4 Unresponsive or inactive Spec Lead

This needs careful checking since it involved restructuring the document and re-numbering sections.
