Make sure that all words covered by RFC2119 are used correctly, and that words that should be the ones covered by 2119 are used (i.e. replace will with shall where appropriate)

All instances of "will" that can be interpreted as "must" have been replaced by "shall"; instances that are simply future tense were left in place.
