20 - someone else needs to take minutes, ideally someone dedicated to the task and not participating in discussions. the chair does not have time to take accurate minutes and be the chair

The Chair feels quite confident that he can both chair the meetings and take accurate and helpful minutes :)

He therefore proposes to close this issue on the grounds that the process "works as designed."

Issue was closed with resolution "Works as designed"
