100 - IMPORTANT - Strike "In the absence of general agreement". With this modifier, we're back to the question of what's "general agreement" (51% - 99%?) Any EC voting Member or the Chair may request that a vote be conducted, on any matter. Otherwise, the Chair may determine that there is "general agreement" when in fact there is not, or would not be if Members were required to put their names down on a ballot that will be published.

SS> Needs discussion on whether simple or 2/3 majority determines "general agreement"? Simple majority is arguably not "general agreement."
