JSR348-128: any member can call for a vote to clarify "agreement". #117

Closed apastsya closed 7 years ago

Jira issue originally created by user sean_sheedy:

Standing Rules review

100 - IMPORTANT - Strike "In the absence of general agreement". With this modifier, we're back to the question of what's "general agreement" (51% - 99%?) Any EC voting Member or the Chair may request that a vote be conducted, on any matter. Otherwise, the Chair may determine that there is "general agreement" when in fact there is not, or would not be if Members were required to put their names down on a ballot that will be published.

PC> Fair comment. Please log a separate issue.

SS> Needs discussion on whether simple or 2/3 majority determines "general agreement"? Simple majority is arguably not "general agreement."

We're not openening up the whole "consensus" issue again!

See the resolution for http://java.net/jira/browse/JSR348-111

I think that addresses this.
