104 - Strike 104-105. Advice to whom? This provides a "veto" to the party to which the "advice" is directed. For example, if the EC votes for sanctions against a spec lead to remedy an wrong raised during an appeal by an EG member, the spec lead may choose to simply ignore the "advice".

PC> The original intent was "advice to the PMO" which we've agreed should stand. However, I agree that we now have ambiguities because there are other decisions that should be binding. We need to resolve this. Please file a separate issue.

I modified the relevant section of the Standing Rules to read:

"All EC decisions are to be understood as being advisory in nature except as they pertain to formal Ballots as defined in the Process Document."

I think this clarifies things...
