Change lines 668-670 from:

To:

However, EC members may choose not to fill a vacated seat in order to facilitate a reduction in the size of the ECs in anticipation of a future merge into a single EC."
Insert a new bullet-item after line 705: "If there is no candidate for an elected seat, the ECs may choose to hold this seat open until the next election."
Insert a new bullet-item after line 686: "At its discretion the PMO may choose not to nominate any candidate for an ratified seat, in order to facilitate a reduction in the size of the ECs in anticipation of a future merge into a single EC."
