Should we shorten the time-periods between JSR deadlines in the interests of more rapid posting of milestones?

Section 1.3 of the Process Document specifies deadlines for reaching various milestones. Should we modify these in order to encourage faster progress? Do we need to add any more deadlines (eg, specify the maximum time from Proposed Final Draft to Final Approval Ballot?
