When this happens, should the review period be extended (perhaps automatically)? This is particularly important when a ballot is approaching since it seems unreasonable for the EC to review one version of a draft and then be presented with a radically different version days before the ballot is due to start.
Alternatively, we could simply prohibit changes during review (to avoid the confusion of different people reviewing different versions of a document) and simply require a second draft later if the EG wants to make changes.
