This is a work in progress - I've added preliminary support for relative time and phases.

The code needs a lot of cleanup, but I'm focusing on getting the functionality finalized for now, then I'll set up a detailed test suite, before finally refactoring the code.

The different time axes still need docs and potentially more options for controlling default formatting, but I'm going to merge now that things are working as this PR has grown quite large and this is already an improvement over master.
