Initial infrastructure to show tooltips on markers #40

This adds the ability to show a tooltip on markers, customize the tooltip, and also enables a default tooltip. In future we could consider enabling tooltips for other kinds of layers, but I think this is a good one to start with since it's likely to be the most common use case.
